Why do trainee system is bad and must be changed.
Since 1990 when Korean companies got lack of workers in company, the Korean government even support to receive the migrant workers of from different countries.
In that time most of migrant workers enter as a tourist (in tourist visa) and stayed to work. But it could not fulfill the lack of workers. Most of 3D small companies could not run properly. So, finally Korean government decide to receive migrant workers legally.
But, not as worker as a trainee. We all know very well what is mean by trainee?
Simply, some one who come s for training; is called a trainee.
Actually, those companies were not looking for trainee, they were looking for workers to work.
But KFSB even Korean government worried to receive as a worker, because of high salary and other facilities. It was very clever tactic of KFSB and Korean government supporting only the capitalist. They did not even think the basic rights of migrant workers nor care for it.
Finally in 1994 trainee system passed from the assembly and Korean government begin to receive trainee from different countries. Though the salary and other benefit were very low, south east and south Asian countries agree to supply their people as a trainee to Korea because of poor economic, high unemployment pressure.
But now presently, most of illegal migrant workers are trainee. Why do they become illegal? firstly because of low salary secondly because of long time working. thirdly because of unequal behave in company between Korean and migrant workers.
왜 산업연수생제도가 나쁜 것이고 바뀌어야 하는지
한국기업에서 노동자들이 부족해진 90년대부터 한국정부는 다른 나라로부터 이주해 온 노동자들을 받아 기업에 공급해 왔다. 그때에 대부분의 이주노동자들은 (관광비자를 가지고) 관광자로서 들어왔고, 일하기 위해 머물렀다. 그러나 그것으로 노동자들의 부족을 채울 수는 없었다. 대부분의 3D업종의 작은(영세한) 기업들은 적절히 유지될 수 없었다. 그래서, 마침내 한국정부는 이주노동자들은 합법적으로 받아들이기로 결심했다.
그러나, 노동자로서가 아니라 연수생으로서였다. 우리는 연수생이 무엇을 의미하는지 매우 잘 알고 있다. 간단히 말해, 훈련을 목적으로 오는 사람을 연수생이라 부른다. 현시점에서 기업에서는 연수생이 아니라 일할 노동자들을 찾고 있다. 그러나 KFSB, 심지어 한국정부는 높은 임금과 여타의 관리 때문에 노동자로서 받아들이는 것을 걱정하고 있다. 그것은 단지 자본가들만을 보완해줄 KFSB와 한국정부의 영악한 술책이다. 그들은 심지어 이주노동자들을 돌보기는커녕 기본적인 권리조차 생각하지 않는다.
마침내 1994년 산업연수생제도가 의회에서 통과되고 한국정부는 다른 나라로부터 연수생을 받아들이기 시작했다. 비록 임금과 여타의 복지가 매우 낮았지만 부족한 경제력과 높은 실업의 압박때문에 동남아국가들은 한국에 자국민들을 연수생으로 공급하는 것에 동의한다. 그러나 지금 현재, 대부분의 불법 이주노동자들은 산업연수생이다.
그들은 왜 불법이 되었을까? 처음에는 낮은 임금 때문이고, 두 번째는 장시간노동 때문이다. 세 번째는 기업에서 한국인과 이주노동자들 사이에 불평등한 대우 때문이다.
